In kindergartens Russia will issue recommendations on deprivation of parental rights

The changes will take effect from September 2011, meaning that only 80% of salaries of employees of kindergartens will be financed by the state. The remaining 20% will be required to pay the kindergarten. Teaching children and any psychological assistance also provide for a separate fee from their parents.
